Is GEO just SEO with a new name?
No, though they overlap. SEO optimizes for ranked links; GEO optimizes for inclusion in a generated answer. GEO puts far more weight on entity consistency, third-party corroboration, quotable facts, and machine-readable structure, and much less on classic ranking factors like click-through rate.
